@requiem Yes, they have. But, it's no longer maintained, and I think it has bit-rot.
It's called Rawhide or rhIDE or something like that. I can't even find it online anymore, though. But I remember using it years and years ago.

@requiem If you want a console IDE you probably want Emacs with some of the IDE addons.
